The rules say i cannot move on the day 14 when Evil Attacks.
Can i at least have a random/specific encounter if eligible?

Well, you can have a demon encounter
We always played it that way: no movement on day 14
and no encounters except demons.
Also, most encounters are possible only when you enter a field.
Typically, for most you have to leave and come back.
Hamdrel is one exception.

You can have a Random encounter even when you stay on an eligible hex. You just have to roll 1-3.

Not yet had the time to take a deeper look at the rules.

I guess, you have already seen this, just to make sure.
Unluckily, no precision on the encounter question on this page.

Hello again,

I can find no explicite mention in the rules which
clarifies your question. As I've already said,
we always played it as "no move, no encounter on day 14 when evil attacks".
Just two hints at that in the rules:
- 12.1 "players do not move on day 14". Technically this means
skip movement phase, but then you also do not roll the dice.
So where does your roll for random encounter should come from,
if it's skipped?
- chapter 12, at least to me, sounds like it's describing
the complete procedure for day 14 under evil attack.
"This is what happens, and nothing else".

Well, there's also the thematic approach to this rule question:
"Hey you - it's EVIL ATTACK TODAY - I'm hiding in my cellar
- I don't have the time for a BLOODY ENCOUNTER with you!!!"

So, just some hints, I find convincing, but no straight "no encounter".
