Under Recovery (Design note) It says that Recovery ("the former") requires a die roll, If the former requires a die roll I read that to mean that the later, Replacements, does not. But under 13.2 it says to roll a d10. Is that a misprint?

Good catch. The design note is misleading. Originally, replacements were scheduled and automatic, as they are in the former game, Red Winter. For example, the Germans got 4 infantry steps. This was later changed to a die roll mechanic. This change helped alleviate at least one problem: If the players knew how many replacement steps they were getting, they would take greater risks with unit types that had not yet lost that number of steps--a gamey tactic that we wanted to avoid encouraging. iirc there were some other reasons for the change, too.
