What happens if Germany plays Pact of Steel after Russia has played NS Pact? What happens if Russia plays NS Pact after Germany's played Pact of Steel? The cards don't seem to prohibit this in any way, looks like Germany gets the benefit of the extra influence and a breather in the East, yes?

If Russia plays Nazi-Soviet pact, Germany will almost certainly play Pact of Steel. The main reason for Germany to play NS Pact is to pre-empt the allies from forming the Entente between France and Russia.

One might still play NS Pact as Germany just for the 6 steps it provides, depending on your strategy. 6 German steps can be more valuable than 3 free influence events unless you manage to pickup 2 big countries with those (Italy/Turkey...maybe poland?).

Keep in mind that the USSR must telegraph it's choice between Political Purges and Collective Security before it plays NS Pact or Entente. As soon as Germany sees Political Purges played by Russia, they can safely play Pact of Steel, knowing that the allies cannot form the Entente with Russia.

While Germany can play Pact of Steel after Political Purges is revealed without fear of the Entente, this is by no means without risk altogether. Russia could still be able to tear up the Treaty of Rapallo in 1940 and enter the war then.
