The turn sequence says that if the runner to your left is the starting runner the round is over. Does that refer to the runner who started this Scene (which often might not be the Starting Runner with a capital "s")?

If not Scenes might start with a "short" round right? E.g. discard and draw ANOTHER Crossfire card therefore kicking up the Crossfire level after only 1 player has taken a turn in the new Scene.

(Let's specifically use Crossfire as the example: mission card indicates that the next Scene begins not with the Starting runner all the time.)

Yes, the starting runner does not change during the game. Keep in mind that when you finish a scene, you bury the active event so that it doesn't go to the discard pile and increase the Crossfire level. Finishing a scene early is generally better than not.

My group places the Dragonfire deck to the 'right' of the very first player. Then, every time the play passes 'over' the Dragonfire deck, it gets its turn.
