Yes.

No language in it at all.

Apart from the rules.

And the odd tiny bit of text which is part of the graphics (like the word "Mail" on the post office or "Port" on the harbour).

And not only that, but the words on the buildings are in English - even in the German version... Well it is meant to be the Wild West!
