Looks like in all scenarios, both sides need the same number of medals to win. Seems to me there should be plenty of cases where this would not be true. For example, the Allies need to just take a bridge to win (maybe 2 medals), and the Axis needs to kill a significant number of Ally units (maybe 5 medals). Do this kind of thing would allow for scenarios that are far from balanced in units/terrain, but still balanced in the chance to win.

There's no reason other than to make the victory conditions simpler. An easy to solve this is to give the weaker side an extra point at the start or 2 points for eliminating certain tough units.

Of course, you can always design your own scenarios (or play the existing ones) with differing victory conditions. I played Scenario #9 to 5 medals rather than 4 because it seemed to end too quickly.
