This game IS what you always wanted RISK to be like. Don't use the advanced rules, that transforms the game back into a bookkeeping game like eagle games' civilization.

The fact that resources are sometimes not fairly distributed among the players is the ultimate reason to start a war. (it sure was in the 'real' age of imperialism)

Maybe it's more fair that you get more resources after defeating a whole horde of natives, but then again, since the natives aren't mining their own resources (you can only do that after westernizing) it's not really logical to do so.

When you feel that one player is getting too big because he's lucky getting easy resources and little resistance, declare WAR!

one comment though: even in the basic game, don't give a player points for occupying an entire region. This is not logical at all since those regions are DEFINED by the players and the countries they have occupied, not by the color of the map. If you want to give players points for occupying certain pre-defined areas, you should also pre-define what resources are available in those countries.
