It seems to me that one of the glaring problems with We the People is the events for the other side - if you draw too many of them relative
to your opponent, you will be at a big disadvantage. There are 13
American cards and 12 British cards out of 81, so in a hand of 7 cards
you will draw a little over one per hand for the opponent.

My proposal is that each player draws 6 cards instead of 7 each turn,
but before playing any cards, may discard any card that has an opponents
event and draw a new card to replace it.

By drawing 6 cards, you will still get the same amount of action
each turn, but have less variance in the card draws.

Interesting idea. GMT's The Napoleonic Wars has a mechanic where immediately after drawing your hand, you may choose to take a "mulligan" and discard your whole hand and redraw a new hand with 1 less card. Something like this could probably work with WTP as well. You do have to remember that if you draw your opponent's events, he won't get to play them unless they are mandatory events.
