What is the purpose of the game travel time scale? Is the game meant to be played such that you travel from one clue place to another each game turn without regard to the distance between the two places?

It's there so you can check the veracity of what characters tell you in interviews. It has nothing to do with player movement.

Basically it enables you to figure out how long it takes for characters in the game (not the players solving the mystery) to get from one location to another. For example, if you know that Suspect X was in Location A at 7pm, and the murder was committed at Location B at 8pm, if the travel time scale tells you that it takes 90 minutes to travel the distance on the map between A and B, then clearly Suspect X could not have committed the crime.
