I was curious as to whether the designer/publisher gave any thought to using styrene cards.

Styrene cards are a lot more expensive than standard cards. Doing a quick search I found one site that charges $0.20 per card for a run of 2,500, so let's say we decided to create a Premium Battleground set of unit cards for a faction with 5 of each core unit, 3 of each non-core/elite and 2 of each elite. For the Hawks that would mean 44 cards for a production cost of almost $9 before any packaging. (Other factions would be similar.) Most styrene card printers are also set up for standard gift/credit card size, so it would probably be more expensive to make cards at Battleground sizes.
