Does anyone know of any good, free clip art sites? I need to re-theme one of my games and my graphics skills aren't up to the task but I'm not in a position to pay for an outside artist either.

Just an alternative suggestion - Have you tried exchanging services with an artist?

As an illustrator, I've traded artwork for editing, copy writing, reviews, and play testing before and I would do it again in a heartbeat. Not only is skill-exchange good networking & the hobby community at large, but also truth be told...clip art kills freelance illustrators.

Clip art is usually horrendous and good illustrators should be fed and watered regularly.

They have a ton of user submitted art. I was there at the inception, when they had only one forum for user-created images. Then artists started contributing so much stuff they had to subdivide the forum into genres. Then subdivide those again into object types. If you dig deep enough there or ask for something to be created you will have what you are looking for. There are at least 20,000 PNGs, JPEGs, and GIFs on the site, and most of those are top quality images created by skilled artists.

Keep in mind that free could be free of cost or free to reuse. One advantage of openclipart.org is that it is free to reuse per the Creative Commons license, but note that some images may have some rights reserved (such as share-share alike).
