Background: In most of Eastern Europe the communists took power after WWII because the Red Army was occupying their country. Those communist governments were unsuprisingly subservient to Moscow. However, in Yugoslavia Tito's communist guerillas had liberated the country before the Red Army arrived. Tito therefore had the prestige and the will to face down Stalin and adopt a different aproach to foreign policy. Although other dissidents were swiftly crushed by the Red Army (Hungary in 1956, Czechoslovakia in 1968) Tito was tolerated, becoming an important figure in the 'non-aligned' movement. Yugoslavia's independence survived into the 1990s, when it fell apart in a series of bloody civil wars. Other East European leaders ocasionally flirted with China (when the Sino-Soviet rift had opened up), but apart from the insignificant Albania none dared to go as far as Tito.

Effect: US 2 Ops Starred event. Add sufficient US influence in Czechoslovakia, Hungary, Yugoslavia, or Romania to equal USSR influence.

Strategy: Interestingly the designers decided to widen this event's scope beyond Yugoslavia, presumably to prevent it being entirely useless. The event often serves to keep the USSR from placing influence in the named countries at the start of the game, so that he can play the event without any effect (but the card will still be removed from the game). As USA I normally play it for Ops initially as it is more useful in the Late War (combined with Chernobyl, for example), but sometimes if Romanian Abdication has happened I will play IR for the event.

Independent Reds rarely amounts to much. It's pretty easily countered even if there's influence to match in any of the affected countries.

The Soviets can easily put enough influence back into whatever country is affected by Independent Reds on their next action, if needed. In most cases, even that's not worth bothering with.

This card has mitigated the damage of an early Romanian Abdication or imposing Yugoslavian setup too many times to disregard (to say nothing of the inroads it provides to European scoring). The card effectively discourages (and undermines) any aggressive strategies relying on this valuable EastEuro real estate.
