Background: The Panama Canal, a vital waterway linking the east and west coasts of the Americas, was under US control at the start of the Cold War. In 1977 President Carter made a treaty with Panama under which the Canal would pass from the USA to Panama by 1999.

Effect: USA 1 Ops starred event. Add 1 influence in Costa Rica, Panama and Venuezuela.

Strategy: This is one of several good USA 1 Ops starred Mid War events. The Soviets can't space race them and 1 Ops is generally not enough to counter their effects. In this case the USA gains strength in Central America and a foothold in South America. The USA should be wary of a Soviet coup in Venuezuela following on from this event: if the Soviets gain Venuezuela they can contest South America and OPEC becomes even more deadly. Hence strengthening Venuezuela after the Soviets play this card is a sound plan- and I would also urge taking Brazil if possible.

A good USSR headline if the ussr is sure he can get an AR1 coup or has an ABM Treaty.

Yup. USSR coup in Venezuela is the big thing to be careful of as the US player. Don't play it for the event until Defcon is 2. It also helps to know where the ABM Treaty and Brush War cards are.

The Panama Canal was actually built by Americans- and built is the appropriate word since it is a lock-based system which essentially involves using an artificial lake as a bridge.

Its therefore puzzling in what sense it was 'returned'. Panama never had it in the first place. Indeed Panama owes its independence to the Canal- it used to be a province of Columbia.

You can read about the original construction of the Canal in The Path Between the Seas by David McCullough. I haven't found a book about its 'return' yet.
