The rules say that any amount of street doesn't block adjacency, and that taverns/minstrals do. What about unbuilt spaces?

I'm certain that buildings within a block must be directly next to each other to be considered adjacent. If there is a space between two buildings within a block they are not adjacent. Similarly, buildings across streets are only adjacent if they are on the spaces closest to the street across which they are adjacent (see picture in rules).

If you look at the picture you will see 6 buildings forming a chain. The streets do not break the chain since nothing can be built on a street. But if the candle maker was missing from the row of three buildings this would break the chain - the two markets are not adjacent.
