Not that I want to defend George Bush on this topic BUT-

There are uses for tactical nuclear weapons in the modern age. For example, N. Korea. IF- God forbid- Kim Jong Il expanded his nuclear arsenal to threaten our allies in S. Korea and Japan, and the US felt the need to intervene in a conflict there, nuclear weapons might very well be needed. The N. Koreans have so fortified the DMZ, not to mention what they might have done to their silos (if they have any- a very relevent point)- that a conventional bomb would be incapable of doing anything against such hardened targets.

I'm not advocating that we SHOULD nuke N. Korea right now. I am advocating that it would not hurt to have the CAPABILITY to strike at key command and control centers with nuclear weapons, if need be. And the use of such weapons would depend upon a "First Strike" capability.

Capability does NOT equal Intent. But without the capability you can't make the intention into reality.

Good idea. Don't waste them on North Korea or the mountain region on the Afghanistan/Pakistan border which in all likelihood is where Al-Qaida has stashed themselves. However, I can see the logic of a DC strike if we could ensure that Bush, Cheney, and Rove were there.
