Put the +1 module next to the Green HQ on its northeast side (so it helps the HQ and the 2 green shooters).
Put the -1 module next to the blue guy attacking the green HQ. (There are 4 such possible hexes, it doesn't matter which.) Thus he gets +1 speed for the hill but -1 speed for the -1 module, attacking in phase 2.
Now in phase 3 the green HQ has +2 speed for the hill and +1 for the module, and the and northernmost green shooter has speed +1 for the module, so both act in phase 3, to kill the blue guy before he attacks the green HQ in phase 2. (The shooter's shot strength is reduced by blue guy's armor, but he still does 1 point of damage to him. The HQ is adjacent to him, so does normal adjacent/melee hit damage.)
And in phase 3 the green HQ also hits the blue net guy (who would attack in phase 2), since the HQ can shoot long range thanks to the module touching it on the north side.
And in phases 3, 2, 1 the other green shooter makes successive shots at the Blue HQ. One shot is absorbed by the medical module, but the other 2 kill the Blue HQ.
