The 2008 election marks the first time since the 1928 election in which there is neither an incumbent president nor an incumbent vice president running for their party's nomination in the presidential election. Delegates to national party conventions are selected through direct primary elections, state caucuses, and state conventions. The process continues through June, but in previous cycles, the Democratic and Republican candidates were effectively chosen by the March primaries. This is due to winning candidates collecting a majority of committed delegates to win their party's nomination. Most third parties select delegates to their national conventions through state conventions.

Many of the regions have already conducted the primary elections while many are still to go. The Texas 22 nd congressional district is one among the many constituencies yet to hold elections. The elections are scheduled in this region for the March 2008.

As per the Constitution, this region covers the south-central portion of the Houston-Sugar Land-Baytown metropolitan area. It also includes the cities of Rosenberg and La Marque as well as portions of Missouri City and Pearland, in Fort Bend, Harris, Galveston, and Brazoria counties. This hotly contested constituency has been represented by Republican Party for nearly 20 years. This was represented by the leader House Majority Tom DeLay, who eventually vacated the seat to Democrat, Nick Lampson in 2007. This was a rare event as the seat has not been given to a Democrat since 1964. The Democrat Lampson is standing for a re-election. Along with him, there are other known names standing for election. This includes former Sugar Land mayor Dean Hrbacek, former Pasadena mayor John Manlove, former John Cornyn Chief of Staff Pete Olson, Family District Judge Jim Squier, State Representative Bob Talton, and NASA contractor Ryan Rowley.
