There seems to be a discrepancy between the rules in 9.5 and Player Aid B.
9.5 says, "Both [my emphasis] players remove from the map all field works markers that are in contested areas, all roadblocks and all defended roadblocks; all river assault markers and all exploitation markers, plus all of the Non-phasing Player's reserve markers."
Player Aid B, under Marker Removal, says, "Non-phasing [my emphasis] player removes ALL markers as follows (9.4) [sic]:
-All reserve markers from his units
-All field works markers from contested areas
-All road blocks and defended road blocks
-All enemy river assault markers"
I assume that 9.5 is correct rather than the player aid, but I wanted to check.

I believe they are saying the same thing - only the enemy player can
have river assault markers out at this point, the field works and
road blocks says "All", and both of them say only the non-phasing
player's reserve markers.
The only difference in the wording is who is physically moving the
pieces, I think.
