When choosing the Capitalisation action, can a player choose to auction a share in a company he doesn't own any shares in?

I don't have the rules in front of me, but I had it in my head that one cannot, though I think I'm confusing it with Expansion. After reading some other posts, my reasoning doesn't make much sense.

Yes, any company. If that were not the case, the game would be significantly different--and more than a bit silly.
