The rules that came with my game state that there doesn't need to be an owned track into or out of the city when one places a station in... which implies that if the desired track into or out of that city need never be actually built by another player--- that in which case it's a "virtual" track for the station owner. However, the one-page rules imply that in order to be able to use a station, there has to be (already or by the end of the game?) a completed track into or out of it... Which interpretation is correct? This can be very important for a two or three player game when track stock is limited.
I believe the way this works is that one claims the city with the station; no more than one station may go in a city. At the end of the game, that player uses the station to utilize a track that comes out of the city. In this way, I believe two players could use the same connection with stations... one has the station on city A and chooses that connection, and one player has a station on city B and chooses that connection.
