Re:More Civil War questions
If an empire that gains glory for controlling it's Homeland is split by a Civil War, will the player who didn't select the Homeland area get hit by the -1 glory penalty each turn?
Or can they designate another area as the new Homeland of their seceeded empire?
can they also build a capital if the original empire allows cities?
HR> Yes. Capitals have nothing to do with homeland and vice versa.
Also if the Civil War card is played during a Civilise action that occurs off-empire (which allows only the playing of artefact and event cards), once the Civil War occurs is that civilise action considered to have been played on the newly created empire, allowing the player to promote leaders, urbanise, etc?
HR> Yes, of course (has the benefit of being a start empire and civilise all rolled into one).
