Rome will have somewhere between zero and 6 allies in Italy. They start the game with 5; that translates into +4 bonus BC cards for battles in Latium.
When Hannibal is very successful, that number goes down, obviously. Near the end game that bonus can drop to +3 or +2.
Note that it is possible for Rome to have zero allies in Italy, usually because of the Capua Sides With Carthage event card. That flips the province of Campania into neutrality.
Isn't the ally bonus capped at +2?
+1 if I have control the province and +1 from Italia = +2
