I just got Pandemic. The rules say to make 4 draw decks for a new game and 5 for the normal game. When a player draws his 2 cards which deck does he/she draw from anyone of them or are the decks assigned based on the number of players? Could I draw one card from one deck and then draw from another?

Before the game proper begins, you stack the separate decks together to create one draw deck. The reason for the separation is to distribute the Epidemic cards roughly equally throughout the whole deck.

Sure. This is Step 9 in the setting up directions. The players are dealt their starting hands before the Epidemic cards are shuffled into the separate stacks.
