I think they are at the bottom row of the aircraft countersheet . . the one with black counters at the top

Submarines for both sides aren't shown on the map. The movement of submarine flotillas is secretly recorded by the owner (rule 16.2). The opponent can check them at the end of the game. They search for taskforces within 2 hexes of their location.

I think those are the task force counters for the French. I have four countersheets from the most recent edition of this game, and I don't believe there is a single German Task Force counter included, which seems rather odd. Perhaps this is because the German ships are usually allocated raiding missions, in which they operate with hidden movement.
