We're having some conflict at the edges. Is there a boundary between [16] and [3]?

No.

Locale 3 only shares a boundary with locales 4 and 15.

Locale 16 only shares a boundary with locales 15 and 17.

A boundary rectangle must be present between two locales for those two locales to be adjacent.
