Is it really necessary to have the plantations in 5 little stacks of tiles? Aside from keeping things a little neater, what purpose does this serve?

Also, if one needs to have stacks of tiles, wouldn't it be more appropriate to have as many stacks as face-up plantations (e.g. 4 stacks for a 3-player game)? Or is the whole thing just geared for 4 players?

I really doesn't matter. As long as they're random and you keep the discards separate you're fine.

We always play one more stack for the total amount of players, i.e. when playing with three players, four piles (+ quarry pile), with four players, five piles (+ quarry pile) etc.
It's really to give the last player choice of two tiles.
Overall however, I don't think it's that important.
