I've posted a concise English translation of the rules (corrections appreciated):
http://www.boardgamegeek.com/file/info/35529

Preparation
Each player chooses a color collects all pieces with dots of that color on one side. These are then all
mixed together face down, arranged in a square, and two thirds of the pieces are then flipped face up,
following the pattern indicated in the figures under Spielvorbereitung.

Game play
Players take turns, beginning with the player with the fewest face up pieces of his color, with ties deiced
by a dice roll. Each turn consists of the following actions, in order:
- Roll
- Move (if possible)
- Tip (if moved)
- Remove start piece (if applicable, following a move)
Players may never examine face down pieces or pieces that are under other pieces.

Roll
The player rolls the die.

Move
The player moves either a face down piece or a face up piece of his color exactly the number of steps
indicated on the die, each consisting of horizontal or vertical jumps onto other pieces, without visiting the
same spot twice, and without forming a stack of more than three pieces at the end of the move.
If a player cannot make a legal move, he must pass and his turn ends.

Tip (“kippen”)
The player flips the just-moved piece.

Remove start piece
If the move began on a spot occupied by other pieces, the topmost of those pieces remaining is now
removed from the game. (See the figures under Wegnehmen for examples.)

Game end
If two players must pass in succession, the game ends and the player with the most visible dots of his
color in play wins.
