I'm new here, and I had two questions:

1. I'm designing a number of card games, two of which have been playtested and are nearly complete; which section could I discuss them in?

2. I made an alternate set of rules for an existing board game; where would be the best place to post them?

Visit the game page for that particular game. Page down to the Board Game Forum section of the game page--you'll find it beneath the Images section. Then you can select the "Variants" bar at the top, and hit "Post." You can also hit "Post" and select "Variants" from that page's pull-down menu.

From there your variant will be posted straight to the game's page.

Hmmm... my variant is for classic Risk, but it's not on the list. All it has are the non-classic versions.

In either case, I'd prefer to post the rules to the forum first, so that people can try them and I can make revisions if necessary.

http://www.boardgamegeek.com/boardgame/181 covers all versions of "standard" Risk. Posting alternate rules to test out is exactly what the Variant section is for! If you decide to finalize the rules you can type them up and post them as a file in the Files section.
