What actions can you perform in town? Can you only shop and move back into the dungeon? Can you double your move value with a Run action in order to shop, drink a potion and then shop again to make sure your pack is full?

The rules don't seem super clear on this, but maybe it's because I don't want to assume that you can do something just because the rules don't say you can't.

Well, the rules specify various things you are normally allowed to do (declare a run, place an order, perform movement actions, etc.), so if there are any exceptions to the rules stating you can do those things, the rules have to tell you what they are, and you otherwise assume you can do them whenever. So the examples you listed (drinking potions, shopping twice) are allowed (though shopping twice is rarely a good idea).

The rules also specifically state that heroes in town are considered adjacent (so you can trade items), and the FAQ specifically says that heroes in town can use a Rest order.

However, note that you cannot move in and out of town on the same turn; you have to end at least one turn in town whenever you visit.
