What are the odds that a country is successful in researching every single technology during the course of a game?

With the old edition, our group played with a thematic houserule: if a country was able to research every technology, they would be able to attempt to research a final technology: the Atom Bomb.

If a country successfully bombed a capital city afterwards, the game would end immediately. Takes a long time to get but at least it puts a timer on the game so it doesn't go on forever.

I am not sure of the odds. But with this version, I would imagine the technology is easier to come by. Money isn't wasted as it will eventually get you something and the tokens are kept until you get something. So even purchasing a modest one token a round will get you a lot of technology for little investment.

Of course, this is offset by having twice as many options. Also, depending on what was "your old" edition (2nd or Revised) might also alter your chances of getting a particular tech.

Maybe you could make an Atom Bomb Research Table. Everytime you are successful, it pushes you one space closer to the bomb. Perhaps the table would have 3 spaces. Once you hit space 3, you can buy A-Bombs at 1 bomb a turn, for say 15 IPC. When you drop it from a bomber, it automatically puts the max amount of damage on a factory. You could also let it roll against every unit in the area/zone, with a target of number of 2.
Then the game becomes a race to build A-Bombs.
And if the owning player has missiles, he could launch nuclear attacks with them.
