I'm currently trying to work out a Police and Thieves scenario. Please note that I'm still testing it:

there're two teams: Police and Thieves, even if there's only 2 players the police should have at least to boats.

In one corner of the map NE for example set the startline as usual in the opposite corner, SW in this case, set up a similar finish line with buoys 1 and 2.

The Thieves boats setup anywhere on the start line they start loaded with illegal merchandises (drugs,weapons)

The Police boats start in the other empty corners: NW and SE, with at least one police boat on each side.

The Thieves team score 1 pt each time a thief's boat make a complete trip through the start line to the finish line (A sucessful delivery).
Then they have to go back through the start line to reload for others possible deliveries.

The Police team score one point whenever one of their boats move over a thief's boat. If you end exactly on the thieve's boat you score 2 pts instead of one and then you have to move back one hex like in the standard rule.

Either play to a set number of Victory points or until all boats from one team are sunk.
