Sounds interesting...and frustrating! It seems like this should apply more to the Greeks and Seleucids, much less so to Rome and Carthage, who were more unified in command (Rome had its own command problems, but they should be represented differently, I think). Still, sounds fun. My only problem would be game length. My experience with Vassal play is that this game takes a really long time under normal circumstances. I can see this type of situation going 1 to 2 years!

I think this variant work work great in a smaller scenario. Perhaps something involving the Diadochi? It would really bring out the fragmented, chaotic feel of the first century of Successor states.
