At one time, I didn't really like Power Grid so Ted made my piece a Power Grid piece.
It is said that a manned dump prevents pollution and others players cannot pollute the zoc of the dump owner.
But what happens if a player harvests a resource (not wood of course) from a countryside building inside the zoc of another player owning the dump? Is the pollution generated by the resource harvest discarded or is it still placed normally?
I assume it is placed normally, as the dump purpose is only to prevent pollution generated during phase 9, but a small doubt remains...
Your interpretation is correct. Pollution generated from the production of resources may still be placed inside the ZOC of another player. The restriction on pollution placement applies only to the pollution generated during phase 9.
