4 Warhammer ccg's all published by the same company? Are they all different games? Or are certain ones later incarnations of the same game? Whats the deal here?

Most of them are different games. All similar in concept and mechanics but there are some differences.
Warhammer 40,000 Collectible Card Game Is the first game of the series and based on 40k.
Horus Heresy (2003) Was a reboot that slightly changed the mechanics enough to invalidate the 5 sets of the first 40k ccg. It was set during the Horus Heresy era of 40k and revolves mainly around Space Marines vs. Chaos Space Marines.
WarCry Is the Fantasy version of the 40k ccg. The mechanics are very different from the 40k games.
Dark Millennium: The Warhammer 40,000 Collectible Card Game This took the changes made for the Horus Heresy ccg and applied them to the current 40k timeline (so we get the some of the older races like Eldar and Orks who were absent during the Horus Heresy). IIRC it is fully compatible with the Horus Heresy game but not the 1st ed of the 40k ccg.
