Take the complete pile of non-epoch tiles. Divide into 8 stacks. Shuffle an epoch tile into each stack. Put the larger stacks on the top of one large pile (if you're not afraid of it toppling), or set them all out separately but with the agreement that you draw from them one at a time in sequence, somewhat like Hansa's system for replenishing goods tokens.

Hopefully, this deals with the problem of the random draw of epoch tiles, without removing all of the uncertainty.

For 2 and 3 player games this means that 2 of the stacks will not get used: I don't see this as a problem, given that the decreased number of epoch tiles to finish the game shows that the intention was for these games to cycle through less of the tile set.
