Has anyone tried this? As a turn you can pick up two trains, lay a route, or draw more tickets. This eliminates the luck of drawing the right colours.

Another variant would be to remove the penalty for not completing tickets.

I have no idea why you would want to do this. If you want to eliminate luck, you still have to deal with the luck of drawing tickets. One player could draw tickets he's already completed, the other player could draw tickets all over the map.

But even if you did eliminate the luck, you've simplified the game down to something that wouldn't be much fun. The pressure of deciding how long to keep drawing train cards before claiming routes, and of not necessarily being able to get the train cards needed to claim routes, is what injects tension and FUN! into the game. You should very rarely be drawing for just one color in a game; make sure you're figuring out several routes you need, so that there's almost always a color you need available.
