Working on a PNP card with board game, that is definitely but I think has enough decisions and interaction to be a decent filler game or intro to new gamers.

The concept started as a 16th/17th New World Economic Development game where you were competing to gain trade monopolies through establishing trade routes between the New and Old Worlds. Any time you attempted a trade, another player could turn to privateering and pirate that trade with a mechanism similar to the playing Bang! Card in that game.

As the game evolved my attempts to solve issues with more mechanics made the game more complex but really not more fun, so now going the other way and taking it to a very basic board and a deck of cards. This also makes it something that should fit into the PnP framework rather nicely.

So my name ideas to date where:

New World (already taken of course)
Royal Charter (too obscure, why would you want to play and if you did would you expect it to be a light game?)
Smuggler something (even though its catchy it doesn’t really fit the theme)
Traders, Pirates and Privateers (aren’t pirates over gamed at the moment?)

So lately I have been thinking that I should take it to a different genre, traders in space, medieval town, far east, etc.

Would love to hear what people have done to drive some interest in a PnP game.

How about "Privateer of the Crown" or "The Crown's Privateer."

I really like Marque, but not sure that its word that most people would get the reference at a glance ( I had to look it up to understand the reference.

Am i beating a dead horse with a pirate themed game?

While most looking at the title might wonder if you were French-Canadian, a brief history about the "Letter of Marque" could be added to the intro? As for the Pirate aspect, I like the idea of trying to maintain your own routes while disrupting other player's. Very cutthroat. Most Pirate-themed games I see focus mostly on the "capture/plunder" thread that most of the drooling masses are familiar with. Taking this genre to a different realm would be refreshing. Go for it.

Also, why couldn't you use a semi-colon somewhere?

"Smuggler's Marque: Buccaneers of the Golden Cove" or something like that?

This is very clever. I know the OP has a hesitance against using "marque" but any pirate fan worth his weight in doubloons knows what the word means.

Letters of Marque were essentially government-issued liscenses to engage in piracy against certain targets -- presumably enemies of the crown. So the phrase "trade marque" covers both parts of your game: The players engage in trade, but also piracy against other traders when necessary. Plus the obvious play on the word "trademark" simply makes it too inspired to pass up.

I think the factions should be Merchants, Pirates, and Royal Navy.

Going along with the inspiration of "Bang!" you could call it, "Arrr!"

I like both Trade Marque and Booty Call.

If you wanted to re-theme it, you could set it in space.

Hook or by Crook makes me think of the Prisoner. How about that for a game theme??

Alas my maties I am still searching for the mecahnics that make this game fast and fun, and its taken a back seat for a week now after 2-3 more fail attempts to even entertain myself!

I think there is a game in there, but haven't found it yet.

Thanks for all the suggestions, keep them coming.
