It really improves the game. As it is, military and scientific strategies are the only likely ways to victory. With this, the communication strategy becomes quite strong as well, so it makes the game more varied.

I found a sub-variant of this rule more effective-funtoplay

The player with the communication module draw as many event cards as the level of his communication module (so the bonus is only effective from level 2 and so on, as in the previous variant), then he chooses and resolves ONE of the following, after viewing the cards:

a) Solve 1 event card, and discard the rest of the cards.

b) Not solve any event, but return the event cards in any order to the top of deck.



this will help to prevent bashing from military and scientific strategys, and also contribute to all players try to also build some kind of communication.

I found this a disruptive strategy, rather than aggresive-bash etc, and the player owning a high-level comunication module will be "hacking" the plans (events) of the other players, while not getting any direct resources.
