Once you have already built a map, at least one in mind (or if it is an actual place printed a map of the area) that you have put down on paper (hex or not) I admit to using an old computer game (War Game Creator) to get the idea of the map out and then print that for a starter. I am not sure you need to invest in a program until you have the game tested and such.

As for counters, I cannibalize. I use counters from my old games, or friends old games that would work for what I am working on. Again, once you have the idea tested, then you can go out and about to get the counters made.

The same is true for dice or cards as well.

If you need sheets of hexagons to make rough drafts of game boards and you don't want to waste full size hex maps purchased at the game store:

-- trace a hex pattern of the size you need and run a few xerox copies... the edges won't match perfectly when you overlay them but the sheets will be good enough for rough drafts.

-- if you need instrustions on creating a home-made light box for tracing I'll add them in a follow-up post.
