Legend of the Five Rings Clan War is out of print. It is a bit arcane, but it is a fun game. It can be had for cheap (from me). It is not straight historical, however. It has magic, ratmen, etc.

Zvezda makes great Samurai minis that can be used with any other games.

Fields of Glory appears to have an expansion for Samurai Armies.

They actually make a game for those figs too: Age of Battles Game: Shogun

Not sure how good it is, but it's on my wishlist to get someday (mostly for the figs though).

Of the games I've looked at, the one that most strikes my fancy is: Chrysanthemum Throne.

A lot of the ancients rules out there can cover Samurai, though not specifically.
Basic Impetus is free and a very good game, the full version Impetususes much the same system with some additional rules and larger armies.

De Bellis Antiquitatis is another option. Small armies make it easy to try out. Good game, played it for years, though these days I like Basic Impetus better.

For games aimed more at Samurai, there is Killer Katanas II
There was also a Samurai version of Rules by Ral, put out by Ral Partha years ago. It was a fun, simple skirmish game.

Peter Pig has a new set of Samurai era rules out, though I don't recall the name off the top of my head.

I have a significant amount of Clan Wars figures that I'd be willing to trade or sell. They are unpainted. I will throw in the rulebooks too. Right now they are just taking up room and collecting dust.
