The Set Up

Czar Roboto on Easy. Leads the Separatist Colony. Hedi the Great leads the peaceful Lost Colony.

The Early Years of the Galactic Struggle

Hedi the Great adds infostructure to his planet. Public works shores up his economy. He also wants to curb the planetary recession, and hires an expedition force to help find alternative planets and developments to help the democratic republic.

The Czar Roboto started to experiment on other lifeforms by creating Research Labs. He will then consume quite a bit, and force his economy to grow.

Hedi the Great set up an Interstellar Bank to trade with other civilization. He also instituted some production on the colony to possible trade soon.

The nefarious Czar Roboto let his intentions of world domination be known when he set up the Imperium Lords. Fear spread through the Galaxy like the Locusts of Old.

The Inventive Lost Colony Versus the Might of the Separatists

Years passed as each government explored and traded to find new planets to settle or let ideas percolate into developments.

Hedi decreed a colony ship should search for habitable planets to live. The ship would find the Tourist World New (17) Last Vegas. People would flocks eons around to consume the otherworldly pleasures residing there.

Czar Roboto would institute mandatory fascism (a six point development) to all neighboring galaxies. The people lived in fear.

Not long after New (17) Las Vegas was discovered an Artist Colony, Christiania , was founded. Much Art was created there. This couple with the Original Lost Colony let them to by massive producers.

Hedonism spreads as does violence and subterfuge

The Separatists were not all militaristic. They developed massive consumer markets to rival the Free Civilization of Hedi the Great, yet the Czar's plans were clear when he conquered the lowly damaged Alien factory. Years ago this planet was known for it's weapon production facility. The Czar was looking for ideas to help his expansion glories.

After the struggles on the economy of their Homeworld, a policy of diversified economy was established in the Hedi Government known as Hedonistia.

The Czar's power hunger image hampered his dealings with other races. To combat this without Military he might, he decreed the creations of powerful Trade Leagues. It could be known if this would a boon or a curse to his kingdom.

The Peak Years

Hedonistia soon founded a world called Arrakis. This world's natural product of Spice was conscious expanding, but a price of slightly addicting.

Czar's power was increased as he erected byzantize terraforming guilds. His ruthless of power knew no bounds.

The Last Acts of Breathing

In the final days of Hedi he instituted a world known as Ark to house the species of nearly extinct creatures. This act of philanthropy is what got him the surtitle of "The Great." He saved over 93 thousand creatures from extinction, including the legendary Polar Bear from Earth.

The Czar, before he was assassinated by his second in Command, (known as Mister Automation.) conquered the Merpeople of Sirus 9, (also known as the Aquatic Uplift Race). He also attacked and settled Hackervilla. (also known as Alien Pirated Tech.) These planets made his kingdom stretch billions and billions of miles.

These awesome civilizations power waned as their leaders became weak and sickly in the case of the Separatists, or the retirement of Hedi the Great from public life. While Hedonistia is known as a benevolent culture, which founded many institutions still used today the Czarists (as the Separatists were known) is regarded as the more powerful of the two.

The End Result

If were to reduce these governments to points Hedonistia would score a measly 32 points.compared to 43 points generated by the Czarists. This is why most leaders in the Galaxy are called Czars, and the history books venerated the vile Roboto.
