The most recent downloadable version of the rules says, at the bottom of page 3, that there are 15 Catholic and 14 Protestant Early War Cards.

My deck has Catholic cards 14 & 15 marked as Intervention. Protestant card #15 is marked as Early War.

What is the situation here?

Don't look at the numbers, seperate your cards into 3 piles per faction Then count them.

C22 and C33 are "early war" cards to, so the number on top is just for reference purpose, not for counting.
