We are having an argument over whether you are allowed to view the 75% known Adventure cards after claiming a position number. If you complete your ship and claim the #1 tile, can you still pick up the cards and review them?

You can look at the cards after you've started to build.

Doing so after you've finished building seems pointless, unless you are doing it to deny somebody else that opportunity, in which case it would be at best impolite.

The point was...if there is an abandoned station and an abandoned ship in the mix and the player chose not to spend his building time viewing the cards, should he get to know that both of those are coming up? Maybe he wouldn't send away 3 crew to the abandoned ship if he knew he was going to need 8 crew to search the abandoned station later in the mission. The question is, since he didn't sacrifice his build time to look at the cards when everyone else did, should he get the advantage of viewing them after claiming his turn order?

The rules say you can look at cards "while you are building", and you can take a chit when you "finish building". So I would say the answer is no.

Only while you're still building. The idea is that you trade time that you could use to build your ship, for information about the road ahead.
