I picked up the starters when this first released, then realized I had no money and shelved it. I'm interested in trying it again and was looking at some pricing options online. Were the card ratios for the boosters and the draft packs similar, or were there good cards you were more likely to get buying the boosters?

Most of the draft packs had similar cards. The were used as a base for playing a draft, and therefore supplied the basic cards. The rarity distribution was also different (and unfavorable) to boosters. I wouldn't buy too many draft packs, but 1 or 2 might help flush out your base commons. Yet again, you might get those in boosters anyway. I would advise buying boosters.
