In the rules it says a mine attack roll is made by the inactive player (the player who isn't moving into/out of the mines). Can he play action cards to increase the attack roll?

Which ones were you thinking of using? (Crossfire is the only one that one might attempt to use that I can see).

The answer is no - the actions (eg Crossfire) refer to modifying Fire attacks while Mines make Mine attacks. Interpret strictly...and you can't use actions.

I always assumed the answer was no. The only possibility that could even possibly apply would be Crossfire. Crossfire can be played prior to making a Fire Attack Roll. With mines, you make a Mine Attack Roll, which "follows the same general rules as for a Fire Attack Roll" (F103.2). I think that means it's still not a Fire Attack Roll, it just follows the same rules, and so Crossfire can't be played. But I'm not 100% sure.

Ok, fair enough. I didn't know if someone thoought of some combo that might allow them to play a card for some reason or something. I guess it makes sense that mines attack by themselves.

Richard and David are correct: there are no actions that enhance a Mine attack.

Are you referring to the first expansion tank rules or the second expansion revisions?

The second expansion revisions with the added FAQ and tank-mounted machine gunner rules.
