REBEL Pact is a good defense against takeovers, but it doesn't allow takeovers.

REBEL Alliance and IMPERIUM Seat are 6-cost developments that allow take overs and then there are two copies of the 1-cost IMPERIUM Cloaking Technology.

Rebel Pact has a takeover defense power which is ignored if Takeovers are not being used. The 6-cost developments Rebel Alliance and Imperium Seat, plus the two "one-shot" Imperium Cloaking Technology developments have takeover powers (again, ignored if Takeovers are not being used).

Note that only these powers are ignored. The other powers on these cards still apply when Takeovers are not being used.
