Just click and create it. If you need to go to the test forum (here: http://www.boardgamegeek.com/forum/7/region/1) and copy and paste the number into the geeklist as [ poll = #### ] (without spaces).

*Edit - Polls are universal... anyone can take the number and put it anywhere on the site. So if someone created a poll, anyone can put it in a GeekList item. (as text)

You can simply create a forum thread, create a poll until "save poll", then it has a number and you can copy it into your geeklist. After that, don`t submit your forum thread, just click the window away.
