I have a question regarding version 1.5 of the rules:

"H 4.5 Defensive Fire
The non-moving player may choose to fire any one broadside at
the activated ship per MP expended (including MPs expended
while turning), or at any point during a Tack or Sternway maneuver.
Use of this option does not negate the Core defensive
fire mechanics. Both are used and treated as separate defensive
fire mechanics. Out of Command Exception: When firing upon
a moving OOC ship, the fire is considered offensive and thus, the
OOC ship may return fire defensively (fires and applies damage
before the non-moving player fires)."

Why the exception for OOC ships? Not sure I follow the need to treat them differently... Normally OOC ships get penalized, but allowing them to fire and apply damage first is an advantage for them.

OOC ships cannot normally fire, so it sort of reverses roles.
