Subject: Why are districts numbered on the board? rss

I keep reading through the rules for Utopia, but I can't seem to find a reason for the different numbers on the districts. It seems it would be profitable to build a monument on a space with a 3 rather than one with a 1, but there doesn't seem to be a rule for this. Is the number a limiting factor for the number of guests that can occupy the space or is it a one-time pay-off when someone builds a monument? If there is no purpose for the numbers, then why are they part of the board design?

Look on page 3 of the rules, the fifth paragraph under "Controlling a District". There it explains that a monument placed in a district on an island with a Wonder gives prestige points to the owner of the Wonder. The number printed on the district gives the amount of the points awarded.
