I have been looking at some of the gorguous work produced by Nils for 1830, and I would like to use a similar technique for a new 18xx Game.

Some of these images use digital maps as a transparent background layer:

 


The area I had in mind would span from Richmond Virginia in the South to New York in the North.

Could anyone tell me if there is some online resoruce in the USA where I could get digital maps from?

Also, could anyone recommend me a good history book on US railraods?

I'd start your search at USGS...

Specifically, you can download PDF maps from their store (http://store.usgs.gov/b2c_usgs/usgs/maplocator/(xcm=r3standa...). The pdf maps are free, by the way.
